Handicap Bathroom Stall

I know this is Random, but today I walked into the restroom at work and decided to use the Handicap Stall. After I placed my bag on the hook, I wondered to myself, why are the hooks in the Handicap bathroom stall soo high? I mean isn't the restroom for persons with disability. Maybe they only considered those with canes and crutches, not those in wheel chairs, lol.
